If while playing the second mission you hear a message stating that Hondo will fly out ten miles, then turn & begin a firefight but he never does, then you probably did not follow him through the waypoints in the first part of the mission. Re-fly the mission and be very careful to follow the instructions that you're given, and Hondo should turn to engage you.
